The recreational skippers ticket (RST) was developed by the Department of Planning and Infrastructure, responsible for marine safety in Western Australia .
It was developed to ensure that those in charge of a vessel had the skills and knowledge to look after the safety of themselves, their passengers, their vessel and act appropriately in regards to other water users.
The RST assessment is based upon a theory component as well as a practical component. To gain your RST you will need to be assessed by an authorised assessor.
Theory Assessment
The theory component is made up of 30 multiple choice questions based upon the information available in the RST Workbook. This workbook can be downloaded from the Department of Planning and Infrastructures website, www.dpi.wa.gov.au/imarine , or by contacting Skipperchicks.
To pass the applicant is required to get a minimum of 24 out of 30 questions correct (80%).
Practical Assessment
The practical component requires the applicant to carry out a short voyage. There are 11 tasks you must complete for the assessor.
Task 1 The skipper operates the vessel safely within the rules and regulations
Task 2 Skipper checks the suitability and condition of the vessels berthing and mooring equipment
Task 3 Skipper conducts a safety briefing to all on board identifying the type and location of the vessels safety equipment
Task 4 Skipper prepares and starts motor safely
Task 5 Skipper advises a responsible person of the voyage plan
Task 6 The skipper safely departs a berth
Task 7 Safely retrieve a simulated person overboard
Task 8 Determine position by using navigational marks, transits and other landmarks
Task 9 Perform a controlled stop at approximately 5 knots
Task 10 Vessel is safely navigated and secured alongside a berth
Task 11 Skipper advises a responsible person of safe return

RST Workbook
The RST workbook was created by the Department of Planning and Infrastructure as a guide to obtaining the Recreational Skipper’s Ticket. It includes information about safe boating and is an excellent reference to keep on board your boat at all times. The workbook also includes self test questions for your theory assessment and outlines what is required for your practical assessment.

Who needs an RST?
If you are going to be in charge of a vessel with a motor grater than 4.5kw or 6hp you will be required to posses a RST. Persons under 25 must hold one before April 1 st 2007 and persons over 25 must hold a RST before April 1 st 2008 .
Persons between 14 and 16 must hold a RST before April 1 st 2007 and may only operate during the hours of daylight at a speed of no more than 8 knots until such time as they turn 17.
What is required?
Depending on the individual, certain declarations must be provided before the assessment can proceed, eg eyesight, medical fitness, proof of identity etc. Please contact Skipperchicks to determine your individual needs and requirements.
